At this point, most of that unspent money — comprehensive estimates place the figure at $1 trillion — has been assigned to various programs that were designed to distribute it over an extended period of time.
The check is in the mail. The money is allocated and flowing out over time. This is the way all government spending is handled and the legislators know this. Still they point and lie, “The money is just sitting there!”.
